Data travel a long journey, and the data value chain provides a framework through which to visualize the life cycle of data, from defining a need to using them for impact. 

This report explores the life cycle of data in four stages: collection, publication, uptake, and impact. The data value chain describes connections between each step or stage. Although we focus on impact as the final stage of the value chain, we should keep in mind that data are often used to monitor progress along the value chains of other processes.
